"SABALIKARANA" – Access That Changes Lives
For millions of persons with disabilities, government schemes exist to support education, healthcare, livelihood, pensions, and assistive devices. However, access to these benefits often remains out of reach due to lack of awareness, complex procedures, and limited support systems—especially in rural communities.
Studies show that awareness about government schemes among persons with disabilities is very low, particularly in rural areas, preventing many eligible individuals from receiving the support they deserve.
Through "Sabalikarana" (meaning empowerment), Voice of Needy Foundation works to bridge this gap by helping persons with disabilities understand their rights, access government entitlements, and actively participate in community decision-making.

Ensuring Access to Rights and Opportunities
📄 Access to Government Schemes and Documentation
Many persons with disabilities are eligible for benefits such as disability pensions, assistive devices, scholarships, and livelihood programs—but they often struggle to obtain essential documents and navigate the application process.
VNF supports beneficiaries in accessing:
- UDID (Unique Disability ID) cards
- Disability certificates
- Social security pensions
- Assistive devices and rehabilitation services
- Education and livelihood schemes
This support ensures that rights guaranteed by law translate into real benefits on the ground.

👩⚕️ Strengthening Community Support Systems
To make services accessible at the grassroots level, VNF works closely with community frontline workers such as:
- ASHA workers
- Anganwadi workers
- Village Rehabilitation Workers (VRWs)
These trained community partners help identify persons with disabilities, guide families, and facilitate access to schemes within villages and Panchayats.
🤝 Building Community Leadership
Sabalikarana promotes collective empowerment by encouraging persons with disabilities to organize and advocate for their rights. Key initiatives include:
- Formation of Disabled People’s Organizations (DPOs)
- Support for Self-Help Groups (SHGs) of persons with disabilities
- Community meetings that promote participation in local governance
Through these platforms, persons with disabilities become active leaders and decision-makers in their communities.
📢 Advocacy for Inclusive Policies
VNF actively participates in state-level advocacy platforms to strengthen disability rights and ensure that policies reflect the real needs of persons with disabilities.
Our leadership and commitment to disability rights have been recognized through representation in statewide networks. The Executive Director of Voice of Needy Foundation serves as the State Secretary of the Karnataka Association of Rehabilitation Organisations, contributing to collective advocacy for inclusive policies and better services for persons with disabilities.
Through Sabalikarana, Voice of Needy Foundation works to ensure that persons with disabilities move from invisibility to recognition, from exclusion to participation, and from dependency to empowered citizenship.
